Mulinde Hakim
Mulinde Hakim is a technology leader whose work sits where software engineering, network infrastructure and digital transformation meet. He is the Co-Founder and Chief Technology Officer of Wike Tech Africa, where he has led the design and delivery of flagship platforms including Event Kulture, Kabo and Roots, among many others.
Hakim currently serves as IT Officer at the head office of Multiplex Ltd, where he is responsible for the entire IT infrastructure of the Multiplex Construction group on the World Bank sponsored Lot 4 project. Under his stewardship, the company’s manual processes were largely digitised, and he personally developed and implemented several software systems that replaced paper-based workflows with faster, more accountable digital ones.
His academic and institutional influence is equally notable. He serves as a Teaching Consultant at Nkumba University, an institution he served for years as Systems and Networks Administrator until 2025, rising steadily through its ranks. There he led the TREDUMO project, a complete education management solution for higher education institutions, and spearheaded the Eduroam implementation that gave the academic community secure Wi-Fi roaming across the world. He also upgraded the university’s fibre network layout and rolled out eLearning platforms during the COVID-19 pandemic, keeping teaching going when classrooms were closed. As Vice President of NUICTA, he was part of the student leadership whose work contributed to the transformation of the ICT department, formerly under the School of Business, into an independent school of its own.
Hakim holds a Master’s degree in Information Systems, for which he researched and built a blockchain-based system, powered by IOTA, that makes academic document verification faster and tamper-proof for universities. He also holds a Bachelor’s degree in Computer Science, with research on developing and distributing cross-platform desktop applications using web technologies and Electron, and a Postgraduate degree in Monitoring and Evaluation, which gives him a rare ability to measure the real impact of the technology he builds.
He is a recognised practitioner of Open Source Intelligence (OSINT) and is highly proficient in artificial intelligence, which he has taught at conferences, including training teachers in Uganda at the UNITE conference. His early career includes an internship with the Ministry of ICT and work with Andela, one of Africa’s best known engineering talent companies.
Beyond his professional roles, Hakim is a committed community builder. He has organised Google Developer Group and WordPress events for students, and led Internet of Things training in collaboration with TME Education and Toit Community. Across education, healthcare, construction and community development, he has consistently applied technology to solve practical African problems, which makes him a rare combination of founder, engineer, educator and leader.
